FICA BUSINESS PROCESS AND ITS KEY
COMPONENTS
Managing
financial transactions efficiently is critical for utility companies. SAP IS-U
FICA (Financial Contract Accounting) provides a comprehensive framework to
handle billing, payments, dunning, and financial adjustments at scale.
Before
diving into configuration, it's crucial to understand the core components and
processes that drive FICA. This chapter will help you grasp the fundamentals of
receivables and payables in SAP IS-U and how different financial operations are
handled in real-world utility scenarios.

This chapter
is divided into two modules:

Module 1: Core Components and Areas of Contract Accounts Receivable and Payable

Understanding Contract Accounts & Open Item Management
In SAP IS-U
FICA, every customer transaction is recorded under a Contract Account (CA),
which manages open and cleared items. Unlike classic FI-AR, FICA uses an
event-driven open item accounting system, making it more dynamic for utilities.
Example:
A utility
company issues an electricity bill for $120 to a customer. The amount remains
an open item in the contract account until it is paid. Once the customer makes
the payment, the open item is cleared, and no further action is needed.
2. Role
of Business Partners, Contract Accounts, and Contract Objects
SAP IS-U
follows a three-tier data model:
- Business Partner (BP) → Represents
the customer.
- Contract Account (CA) → Handles all financial
transactions.
- Contract Object (CO) → Links to a
specific utility service (e.g., an electricity meter).
Example:
A customer has two electricity connections, one for their home and another for their factory. They will have one BP, but two contract accounts, each linked to a separate contract object. This allows separate billing and financial processing for each service.
3. Key
FICA Master Data and Its Impact on Financial Processing
Master data
in FICA drives billing, payment processing, dunning, and collections. Key
master data elements include:
✔️ Payment Terms (due dates, discount
rules)
✔️ Dunning Rules (reminder frequency,
penalties)
✔️ Account Determination (how
transactions post to GL accounts)
Example:
A company
offers a 5% early payment discount if a customer pays their bill within 10
days. This rule is defined in the Contract Account Master Data, ensuring the
discount is automatically applied when a payment is posted on time.
Module 2:
FICA Business Processes
1.
Account Display and Maintenance
SAP provides
multiple tools like Transaction FPL9 to view and maintain contract accounts.
Users can adjust transactions, correct postings, and handle disputed amounts.
Example:
A customer
claims they already paid their $90 water bill, but it still appears as
outstanding. The customer service agent uses FPL9 to check historical
transactions and finds that the payment was applied to the wrong account. The
agent corrects the posting to resolve the issue.
2.
Payment Processing
SAP IS-U
supports payments via bank transfers, credit/debit cards, direct debits, and
cash payments. Payments are automatically matched against open items.
Example:
A customer
has an auto-debit setup for their $250 gas bill. On the due date, SAP IS-U
automatically deducts $250 from the registered bank account and marks the
invoice as paid and cleared.
3.
Payment Returns and Reversals
Payments may
fail due to insufficient funds, incorrect details, or technical issues. When
this happens, the system automatically reverses the payment and reopens the
outstanding invoice.
Example:
A customer
makes a $300 electricity payment, but due to insufficient funds, the bank
rejects the transaction. The system:
1. Reverses
the $300 payment
2. Applies a
$15 late penalty
3. Re-sends
the payment request on the next scheduled date
4. Refund
Processing
Refunds
occur when a customer overpays or has a credit balance after account closure.
Example:
A customer
closes their electricity connection with a remaining credit balance of $50. The
system automatically triggers a refund request and transfers the $50 back to
their registered bank account.

Dunning Process
Dunning is
the process of sending payment reminders and imposing penalties for overdue
bills.
Example:
A customer’s
$200 bill is overdue by 15 days. The system executes the following dunning
sequence:
✔️ Day 7: First reminder notice
✔️ Day 15: Second reminder + $10 late
fee
✔️ Day 30: Final notice with service
disconnection warning
If no
payment is made, the debt moves to a collection agency.
6.
Submission to Collection Agency
If a
customer fails to pay despite multiple reminders, the outstanding amount is
sent to an external collection agency.
Example:
A customer
has a $700 unpaid balance for 90+ days. The system automatically generates a
request to transfer the case to a collection agency, which then follows up on
the payment.
7.
Write-Off Process
If a debt is
unrecoverable or too small to pursue, it is written off as a financial
adjustment.
Example:
A utility
company has a policy to write off any balance below $5. A customer’s account
shows a remaining balance of $3.25, which is automatically written off as a
small balance adjustment.
